The initial urban strategy understands the building and the plaza as two interrelated entities. Building and plaza create areas of visual and pedestrian permeability considering the ground as a continuous territory. A solid surface of granite forms an artificial topography that absorbs the physical and topographical barriers of the site favoring the conditions of dynamism, mobility and visibility necessary in all civic spaces.
The urban zoning for the area extracts a basic “prism”, a volume that corresponds to the maximized building envelope. In the plaza, the strategy is to blend the new ground with the existing one to recreate a boundless territory. In a similar way, in the building “prism”, the new faces are carved and folded to reach the adjacent one in a continuous space that reflects the dynamic perspectival projections of the pedestrian approach towards it.
Conceived with the principles for sustainable design, the envelope combines panels that integrate interchangeable compound systems with granite, glass, photovoltaic cells and shades that allow different grades of visual transparency, natural light usage and climatic control as well as solar energy production. This south facade is activated by the users unfolding to the outside the round the clock activities in the building interior.
